JUDICIARY, Funding; Section 14 of Article V of the State Constitution to require the Legislature to provide by general law for the payment of filing fees, service charges, and other costs for certain judicial proceedings; to require the clerks of the circuit and county courts to submit an annual cumulative budget for performing court-related functions to the Legislature; and to authorize the clerks of the circuit and county courts to appeal to the Governor and Cabinet if the Legislature fails to take certain action regarding a budget deficit.
